The South African Local Government Association (SALGA) is deeply concerned by the recent flooding events in KwaZulu-Natal (KZN), which have had severe impacted on the province. The loss of lives, damage to substantial infrastructure, the displacement of vulnerable communities and significant economic losses, come at a time when households and business in the province and the country face hardships because of economic stagnation. SALGA calls for urgent support not just to rebuild the road network but to climate-proof bridges, stormwater mains, and roads.
After the South African Weather Service issued a yellow level 2 warning for disruptive rainfall in the western and southern parts of KZN, rainfall led to flooding of formal and informal settlements and low-lying roads and bridges. To date, the death toll due to inclement weather conditions in the province during the festive season has increased to 40, while five are reported missing, according to the KZN Provincial Disaster Management. SALGA conveys its sympathies and condolences to the families that lost loved ones, especially in Ladysmith.
Ladysmith and Pietermaritzburg as well as numerous municipalities in the province have witnessed extensive flooding, resulting in road closures, property damage, and disruptions to essential services in service delivery. What is now abundantly clear is that climate change is here, and SALGA emphasizes the importance of public safety during these trying times. Municipalities and government are urged to collaboratively implement precautionary measures, risk reduction, mitigation and provide funding support.
Precautionary actions: Residents are urged to exercise extreme caution and avoid crossing rivers and swollen streams where water levels exceed ankle height. It is recommended to protect and relocate animals to higher ground.
Early warning: Clear communication is essential to ensuring the safety and well-being of our communities. These events have compounded the challenges faced by local governments and communities alike. SALGA calls upon all impacted municipalities to effectively communicate emergency and disaster management plans to the public.
Resilient Bridge Construction: The flooding events are linked to changes in seasonal rainfall, exacerbated by more frequent and intense rainfall days, therefore, in the reconstruction process, municipalities, with the help of government, must now prioritize the construction of bridges that can endure high water levels. Utilizing strong and durable materials, particularly reinforced concrete, will enhance the resilience of these vital structures.
Climate-Resilient Urban Planning: SALGA emphasizes the importance of climate-resilient urban planning to anticipate and mitigate the impact of extreme weather events. This includes considering elevated structures, proper drainage systems, and sustainable land use practices.
Risk Mitigation: it is imperative to acknowledge the role of ineffective land use management and infrastructure-related issues. Better drainage systems and investing in flood-resistant infrastructure is essential. These measures, when implemented promptly, can mitigate the effects of flooding, safeguarding lives, and properties in affected areas.
Disaster funding: Furthermore, SALGA urgently appeals to the government to release a disaster relief fund to support municipalities grappling with the aftermath of these floods. Such financial assistance is crucial for swift and effective recovery efforts.
